New fuel terminal at Tallinn Airport

INF Ehitus and Ciest Metal have completed the expansion of the aviation fuel terminal at Tallinn Airport. The project included the construction of four new 1,000-cubic-metre Jet A-1 aviation fuel storage tanks, together with the associated electrical, automation and fire safety systems. The new terminal will supply fuel to all aircraft departing from Tallinn Airport.

Commissioned by AS Tallinna Lennujaam, the terminal was designed and built by a consortium of INF Ehitus AS and Ciest Metal OÜ. Construction began in April 2024 and the project was completed in August 2026.

“When it comes to technically complex facilities, a good result is never achieved simply by building according to the drawings. Throughout this project, solutions had to be repeatedly refined, tested and, in some cases, redesigned. Two and a half years required patience and flexibility from everyone involved, but projects like this give a team experience that simply cannot be bought elsewhere. Today, we can hand over a terminal that is ready for many years of safe and reliable operation,” said Tarmo Tera, Member of the Management Board of INF Ehitus.

Completion of the terminal was followed by an extensive testing period lasting a total of nine months. Testing was carried out alongside the airport’s normal fuel handling operations, in cooperation with operators BGS and EAT and under the supervision of Tallinn Airport. Eesti Varude Keskus was responsible for supplying the fuel required for testing.

The project forms part of the development of Tallinn Airport’s dual-use infrastructure and military mobility capabilities. The new terminal increases the airport’s fuel handling capacity and security of supply, with its four tanks providing a total storage capacity of 4,000 cubic metres of aviation fuel.
